So when you cripple someone in an accident (that is your fault) you don't have to pay out £100'000s from you own pocket.
Car, lots of company insurance is also about being covered for such stuff. Dunno about home insurance. There was a woman a few years ago who fell down on a path up to a house (she was just delivering leaflets, not even invited to be there), she was very badly injured and took the home owner to court. They were not insured and they ended up losing everything they owned. It's a very extreme case but it shows why you need to be covered for injury to others that in the eyes of the law your responsibility. Blame the yanks and the solicitors.
