    The defintion of equity I have no quibble with, its how you related it to the owing or owning of the property and therefore council tax that I don't understand.

    Council tax is based on the value of your property - Why dont you understand that?

    EVERYONE i know in London thinks its great

    Yes their council tax will go up but the regeneration of large parts of London that it will bring is worth it.
