It never came across like that Joe! Rachel told it as if she phoned her Uncle up just for that reason, not just asking for advice in a passing conversation. It was more like, ' Joe is getting threatened on a message board', go and arrest those people'.

She was obviously asking his advice... Nowhere did it mention go arrest these people.... She was asking his advice and can you think of a more practicle person to seek advice from?
