the bomb shelter with the button in, is to seal the electromagnetivity IN. From the orientation film, it suggests that this was already there on the island and they did some experiements on this, that caused 'the incident' so maybe they had to 'cap it'

when lock saw the cloud for the first time loads of people were sayin it was a dinosaur (as it was in first person veiw).
