A second look wasn't taken - this is where it seems to have gone wrong in my opinion. Whoever/whatever the chain of command was later down the line, whoever was in charge of taking over surveilance either on/before/after he got on the bus has ASSUMED he was one of the previous days bombers

Whoever it was with the guns only knew he WAS a suspect and that they had orders to kill.

If the officers on the ground were told over their radios that they were following a probable/suspected bomber, and were ordered to shoot him, then clearly they have to shoot him - you can imagine the outcry if they'd refused, and he had blown himself up.

bollocks the guys on the ground are the eyes... they watch him walk casually to the station, travel ona bus, pick up a news paper, they can clearly see he's not asian... they're just as mcuh to blame.

If your holding a gun you need to be able to fire it (which they clearly couldn't 3 shots missed and could of easily killed other innocents)... but you need the brains to be able to work out whether or not to kill someone... 3) He would have had to be shot as a suspected bomber, he could have blown himself up as police approached to apprehend him, if he thought they were on to him.
