A lot of the better ones already ask for passports already to check ages etc.

From what I've heard they won't be able to do it, coz half the thing about the european union is that you can't restrict sales of anything to just residents of that country, so the coffee shop owners are going to go to the european court if it does go through, and the time it'll take for the case to go through means that if it did happen, it won't happen for at least two years while the case is in court.
