just run the install program on the graphics card cd, either that or when your windows say detected new hardware go through the wizard and install the drivers manually by finding them on the cd

go to control panel then display then click the settings tab, then in the display click down menu it should say the name of you graphics card.

Also if your pc isn't detecting new hardware that normally means it's already installed.

it'll be the default drivers, hence you'll be getting 16bit colour,,, you'll need to know the model/make of the chipset for the proper drivers then click 'update drivers' and point the hardware wizard to where the new drivers are unpacked.

otherwise - get a grown up to fix it.
