Most ISPs allocate IP addresses dynamically, so disconnecting from the net and reconnecting should see you get a new IP address. This isn't true of everyone and certainly not of some ADSL providers like pipex who do provide static IPs. As for proxies, do what the good lad dodgy says, search on google hint: search for "CGI proxy"

But why? If you don't know how to use an anonomous proxy, then what do you plan on doing using one? And there's so many possibilities, and proxy lists, and methods, you're better off using google to pretend you're 733t
it should be piss easy to get running on linux, all it needs is apache and the latest version of PERL. If it's any comfort it works really well under Winblows
