I am trying to install a game on my PC but it says: I need to download a windows service pack with a newer version of windows installer'

I am not on the net @ home, my PC has windows 98 2nd edition on it, I also have direct X ver 8.1 on my PC.

    What can I do?

    Heh

Check on the disk of the game. More often that not, the manufacturer includes the 'latest' version of the installer component. If not, you'll need to download or get a friend to and take it home, install it and then install your game.

May sound tricky, but don't worry, it's not :)
