    there's a simple way round this - encrypted sessions for everything.

    PGP for email, SSL for http/irc, and so on.

    They'll be able to see who you're talking to but not what you're saying ;)

    you ok with the council knowing you have a piss and scat fetish? i dont see why local authorities should have access to this, its basically snooping with no real benefit to the tax payer, i can see why certain government agencies might want to have a peek but no need for councils.
