Bitcomet doesnt seem to use up much resource

Azureus is run off Java , hence the slowdown

You can set your global upload limit in most clients, it's best to set it at ~80% of your total upload bandwidth, that provides more than enough to not limit your browsing, and will speed up your uploading and downloading on the torrents too (if it's at max it slows down the requests for the pieces).

The global upload limit isn't too accurate on most clients, so it's also good to use a program like Netlimiter, and limit the upload of the client a little.

Do you know your upload speed on your connection? If not, hunt for a bandwidth test site on Google. Most broadband has upload speed of 256kb/s, so ~20kB/s for the limit is about right if that's the upload speed you have. :)
