You can buy white marker pens for writing displays on glass, don't see why permanent ones won't be available. Try some arty type shops.

what do you need the marker for as white inks are pretty easy to make.

just for writing on black plastic but it must be perm

theres a big one next to the fed brewery at the metro centre, there used to be one in town but cant think where it is/was.

buy a pentel white...

failing that make your own, buy a refillable marker, some white ink (can get this from newcastle art centre next to the black swan)and fill up the marker.

you can also make it out of white emulsion paint (oil based) and a thinner.
