If you are on the birth cert I would miss out the CAB and go straight to a solicitor. Depending on your income you should be able to get legal aid. Get them to draft a letter stating you want access, if she doesnt reply to your solicitor ask your solicitor to arrange a court date for a court order. dont let it drag on, show her you mean business.

I'm a social worker with children and families and would definitely advise seeing a solicitor - if you're not working you'll be entitled to Legal Aid so it shouldn't cost you.
