Re: Ebay thats a bit racist like youll be in for a tonguelashing here mate first of all, have you sent him a polite email explaining the situation? more than likely he'll offer you a replacent or full refund minus the postage. secondly, do you have a fone number for him, or even just an address so you can get his number from directory enquiries. it may be on the auction page, or on the payments or paypal bit where to post the cheque to. if you catch him on the fone you might get a better result from him if that fails, then get onto ebay about it via the homepage, it might take a week or so for them to get back to you like, but you will get a result this way i reckons
Did you pay via paypal is the first thing? If so i wouldnt worry as you will be covered even if the guy wont take it back.

yeh I bought a computor and it turned out to be a scam but I reported it to paypal and they got my money returned in two days.

I think he's saying if you request £15 off him via the paypal site, he'll pay it. Im guessing it cost more than £15 tho? When did you pay him and how?
Is it a UK seller? If so then he hasn't got a leg to stand on if he advertised it as working. Either: 1) He advertised it as working and it has since developed a fault in transit or at your end, therefore you should get a full refund. 2) He advertised it as working when in fact it wasn't and you're still entitled to a refund because he's not provided it in the condition in which he advertised it.
aye just what is the situation here, how much was this fone? if it was £15 and its fucked, then i wouldnt worry bout it, just put it down to experience. would cost you bout a fiver to return it to him. post the auction page up from your 'my ebay' so we can all have a neb im waiting for him to say it was £200, and he paid by cheque or postal order and we can all have a good laugh at his expense
